privileged white folks discovering police violence, after three decades of drug wars against people of color

i’ll cut the author some slack for bringing up the subject of police molesting OWS  protesters, but these people seriously have no idea what they’re up against.

For many, the thought of police officials ordering or condoning sexual assault—even if just through a nod or a wink—seems so shocking that absolute proof would be required. But is it really so out of character? As Naomi Wolf has recently reminded us, the US security apparatus has long “used sexual humiliation as a tool of control.” Any experienced activist is aware of the delight police officers so often take in explaining just how certainly they will be raped if placed in prison. Strip searches—which the Supreme Court has recently ruled can be deployed against any citizen held for so much as a traffic violation—are often deployed as a tool of humiliation and punishment. And one need hardly remark on well-documented practices at Guantanamo, Bagram, or Abu Ghraib.

Why target women in particular? No doubt it’s partly simply the logic of the bully, to brutalize those you think are weak, and more easily traumatized. But another reason is, almost certainly, the hope of provoking violent reactions on the part of male protestors. I myself well remember a police tactic I observed more than once during the World Economic Forum demonstrations in New York in 2002: a plainclothes officer would tackle a young female marcher, without announcing of who they were, and when one or two men would gallantly try to come to her assistance, uniforms would rush in and arrest them for “assaulting an officer.” The logic makes perfect sense to someone with military background. Soldiers who oppose allowing a combat role for women almost invariably say they do so not because they are afraid women would not behave effectively in battle, but because they are afraid men would not behave effectively in battle if women were present—that is, that they would become so obsessed with the possibility of women in their unit being captured and sexually assaulted that they would behave irrationally. If the police were trying to provoke a violent reaction on the part of studiously non-violent protestors, as a way of justifying even greater brutality and felony charges, this would clearly be the most effective means of doing so.

There’s a good deal of anecdotal evidence that would tend to confirm that this is exactly what they are trying to do. One of the most peculiar incidents took place on a recent march in New York where police seem to have simulated such an assault, arresting a young women who most activists later concluded was probably an undercover officer (no one had seen her before or has seen her since), then ostentatiously groping her as she was handcuffed. Reportedly, several male protestors had to physically restrained (by other protestors) from charging in to help her.

Why is all this not a national story? Back in September, when the now famous Tony Bologna arbitrarily maced several young women engaged in peaceful protest, the event became a national news story. In March, even while we were still hearing heated debates over a single incident of window-breaking that may or may not have been by an OWS activist in Oakland four months earlier, no one seems to have paid any significant attention to the first major incident of window-breaking in New York—even though the window was broken, by police, apparently, using a non-violent protestors’ head!

I suspect one reason so many shy away from confronting the obvious is because it raises extremely troubling questions about the role of police in American society. Most middle class Americans see the primary role of police as maintaining public order and safety. Instances when police are clearly trying to foment violence and disorder for political purposes so fly in the face of everything we have been taught that our instinct is to tell ourselves it isn’t happening: there must have been some provocation, or else, it must have just been individual rogue cops. Certainly not something ordered by the highest echelons. But here we have to remember the police are an extremely top-down, centralized organization. Uniformed officers simply cannot behave in ways that flagrantly defy the law, in full public view, on an ongoing basis, without having at least tacit approval from those above.

A few weeks ago I was with a few companions from Occupy Wall Street in Union Square when an old friend — I’ll call her Eileen — passed through, her hand in a cast.

“What happened to you?” I asked.

“Oh, this?” she held it up. “I was in Liberty Park on the 17th [the Six Month Anniversary of the Occupation]. When the cops were pushing us out the park, one of them yanked at my breast.”

“Again?” someone said.

We had all been hearing stories like this. In fact, there had been continual reports of police officers groping women during the nightly evictions from Union Square itself over the previous two weeks.

“Yeah so I screamed at the guy, I said, ‘you grabbed my boob! what are you, some kind of fucking pervert?’ So they took me behind the lines and broke my wrists.”

Actually, she quickly clarified, only one wrist was literally broken. She proceeded to launch into a careful, well-nigh clinical blow-by-blow description of what had happened. An experienced activist, she knew to go limp when police seized her, and how to do nothing that could possibly be described as resisting arrest. Police dragged her, partly by the hair, behind their lines and threw her to the ground, periodically shouting “stop resisting!” as she shouted back “I’m not resisting!” At one point though, she said, she did tell them her glasses had fallen to the sidewalk next to her, and announced she was going to reach over to retrieve them. That apparently gave them all the excuse they needed. One seized her right arm and bent her wrist backwards in what she said appeared to be some kind of marshal-arts move, leaving it not broken, but seriously damaged. “I don’t know exactly what they did to my left wrist—at that point I was too busy screaming at the top of my lungs in pain. But they broke it. After that they put me in plastic cuffs, as tightly as they possibly could, and wouldn’t loosen them for at least an hour no matter how loud I screamed or how much the other prisoners begged them to help me. For a while everyone in the arrest van was chanting ‘take them off, take them off’ but they just ignored them…”

When the driver of this truck noticed the photographer taking pictures, he immediately pulled off of the highway.

Federal Judge Ruben Castillo on Tuesday authorized a change to the defense of an alleged member of the Sinaloa cartel. The trial will still be in Chicago against  Jesus Vicente Zambada Niebla “The Vicentillo”  for drug trafficking and money laundering. According to EFE, the judge approved the request of lawyers Gal Pissetzky and John de Leon to withdraw from the defense of Thomas Arevalo Renteria, who is imprisoned in a federal prison in Chicago. According to lawyers in recent months regarding Renteria Arevalo deteriorated to the point that they can not offer the best representation. The law change could delay the start of the trial of Vicentillo in October, which  had previously been postponed.

It’s not just the Red Cross preparing for an evacuation of Chicago during NATO summit

The local Chicago CBS affiliate recently reported that Benedictine University has been contacted by the American Red Cross chapter in DuPage County to set up emergency shelters.

This is being done in order to prepare for a potential evacuation of Chicago during the NATO summit, and the Lisle campus of Benedictine University has been instructed to plan for up to 1,000 evacuees.

If Transportation Security pat downs at public venues, thousands of drones over the skies of America, and the National Security Agency’s new Echelon-like listening center in Utah weren’t enough to convince you that we’re living in a police state, then perhaps the latest news out of Chicago will change your mind.

As world leaders prepare to meet in the windy city for their annual NATO summit, U.S. federal officials are working feverishly to implement a security net so broad that it encompasses the entirety of Cook County, Illinois. While international summits are traditionally met with a larger police presence and preparations for the possibility of protests or rioting, what’s taking place on American soil in anticipation of the May 20 meeting in downtown Chicago can be interpreted in only one way – the implementation of regionalized martial law.

Last week Red Cross officials reported that the City of Chicago, Department of Homeland Security and the Secret Service had instructed them to prepare for a mass evacuation of the city in the event of an emergency during the NATO summit. The Red Cross was to prepare to shelter and feed residents in the event of such an evacuation.

The Illinois Department of Transportation is testing an emergency plan to shut off access into and out of downtown Chicago. The plan uses a network of highway security gates that are designed to shut down all traffic coming in and out of Chicago in the event of a terrorist attack.

The Illinois DOT is warning truckers that it’s best to avoid the city during the NATO Summit in Chicago May 20-21. There will be a number of driving restrictions and rolling street closures, and the Illinois DOT is testing highway barricades that will block access to all major highways in and out of Chicago.

These barricades, which started being installed on Chicago highways back in 2005, are deigned to restrict or cut off access to roads during an emergency like a bioterrorism attack.

…The Illinois DOT’s testing of these highway entrance ramp gates has many worried about the chaos that NATO may bring to Downtown Chicago. There is already talk about widespread city wide evacuations, rioting, terrorist attacks and even large scale detention centers and arrests.

Detention Centers

It’s been reported by the local media, that Cook County Sheriff Tom Dart is devising a strategy to deal with large-scale mass arrests during the NATO Summit meeting. In fact, the Chicago Sun Times is reporting that the once abandoned Joliet State Prison may be reopened as a mass detention center for NATO.

Joliet prison is about 40 miles from Chicago and can hold about 1,300 prisoners. The Sheriff is also reportedly looking at building tents in the yard at Cook County Jail.

Militarized Red Zone

Starting May 1st, a full three weeks before the NATO Summit, the Federal Government will be setting up a Militarized Red Zone in the streets of Downtown Chicago.

The head of Chicago’s NATO Host Committee said Thursday she was blindsided by the federal government’s decision to create a militarized “Red Zone” in the Loop to protect federal buildings in the run-up to the May 20-21 summit at McCormick Place.

The news of federal agents on the streets of Chicago isn’t sitting well with many. From last months urban warfare drills, to residents being warned of possible citywide evacuations, the city of Chicago is starting to look like a city that may already be under martial law.

What we do know is that the Red Cross and local government are preparing for mass evacuations of thousands of residents in case of a “national security event”, barricades are being set up to control traffic in and out of the city, city highways and streets are being completely shut down to restrict any non-official access, mass detention centers are being prepared to hold hundreds of detainees, and heavily armed security teams will be deployed weeks ahead of the summit to acclimate residents to the militarization of their city.

There also are reports that a heavily armed security team will start making a very public appearance around federal buildings in the Loop this week. Officials with the Chicago NATO host committee were completely in the dark. They had no reports of any such plans.

Either national intelligence agencies in the United States have gotten wind of an attack to take place in Chicago in May, or they are overtly creating a manufactured crisis to instill in Americans that absolute power over our homes, lives and daily activities lies in the hands of our benevolent, all-seeing government.

Looking back at Executive Orders and Congressional Legislation over the past decade one can surmise that what’s happening in Chicago is not some half-baked training exercise. Rather, this is what life in America is destined to look like in the future.The National Defense Authorization Act, combined with elements of the Patriot Act, Presidential decrees outlining domestic military response plans, and theFederal Restricted Buildings and Grounds Improvement Act give the government the power to:

- Restrict the ability of the people to peaceably assemble and petition the government for redress of grievances, in essence completely abridging the right to free speech
- Identify and label any activities that threaten to undermine the State as ‘terrorist’ in nature
- Detain said terrorists indefinitely without charge or trial
- Deploy armed military personnel in a policing capacity on the streets of America
- Log, aggregate, red flag and act on any intelligence acquired through emails, phone calls, text messages or social networks

For those who bury their heads in the sand and want to pretend like national security centered legislation is meant to protect us from ‘terrorists’ and not to restrict the freedoms of average Americans, look around.

The control grid is being put into place, it’s happening right here and now, and it’s no longer covert. The powers that be are showing us exactly what the plan is and they’ll implement it city-by-city, town-by-town, one American at a time – until every single one of us is living in a state of fear and compliance.

Syria’s al-Qaeda Rebels Are Puppet Terrorists

Perhaps in an attempt to soften coming revelations that Syria’s opposition will be increasingly armed and backed by the West for a final military push to divide and destroy a sovereign Syria, Reuters released a report titled, “Outgunned Syria Rebels Make Shift to Bombs.” The report admits that the Syrian rebels, depicted so-far as hapless pro-democracy protesters, are now turning to bombing tactics.

Reuters quotes one rebel fighter as saying, “we are starting to get smarter about tactics and use bombs because people are just too poor and we don’t have enough rifles.”

The unnamed rebel continued, “it is just no match for the army, so we are trying to focus on the ways we can fight.” Reuters  attempts to allay the fears of its readers by claiming rebels they interviewed insisted that, “unlike al Qaeda, their bombs were aimed at military, and never civilian, targets.”

Paradoxically, however, the Reuters story reveals that the rebel bombing campaign is being carried out by Sunni “hardliners” who learned their bombing skills from fighting (and killing) US troops in neighboring Iraq – or in other words, the very “al Qaeda” the rebels claim they are not like. A “Syrian Liberation Army” spokesman also admitted that his fighters were operating “manufacturing facilities” for bombs – like the one in Hama that recently exploded, killing 70 and leveled the greater part of a city block.

Syria suffered its worst terrorist attack since the start of the uprising when 55 people were reported killed and nearly 400 injured in twin suicide car bomb blasts near a government intelligence building in Damascus.

Syrian officials and media blamed foreign-backed terrorist groups for the attack on Thursday, saying it was carried out “in the service of the interests of Israel and its allies in the region”. Russia hinted that other unnamed countries were involved.

The death toll was the biggest in Damascus since the start of the uprising in March 2011. It was sophisticated and carefully co-ordinated. Witnesses said the first blast, at rush hour peak, was quickly followed by a second, larger one, maximising casualties, damage and terror. Most of the victims were reported to be civilians.The opposition accused the regime of President Bashar al-Assad of carrying out the bombings to smear them as terrorists supported by foreign governments.

“Two booby-trapped cars loaded with more than 1,000kg of explosives and driven by suicide bombers carried out the terrorist blasts,” said a statement by the interior ministry. The explosions left two large craters.

Syrian state TV showed bodies lying in the street amid smouldering vehicles. The official health ministry tally of the dead and 372 injured included a reference to “15 bags of body parts”.

On Thursday night, it was reported that Syria’s UN ambassador said there had also been an explosion in Aleppo. Bashar Ja’afari said the explosion on Thursday morning in Syria’s second city “led also to … civilian victims and massive damages to private property”. He gave no further details.

Fake War on Terror: Underwear Bomber 2.0 was CIA Double Agent

The would-be suicide bomber in a plot by al Qaeda’s Yemeni affiliate was planted in the group by an allied intelligence agency or turned into an informant early in the conspiracy, U.S. officials said on Tuesday.

The CIA and its foreign partners tracked the plot for several weeks and then managed to get the informant to deliver the bomb outside Yemen, possibly to Saudi Arabia or the United Arab Emirates, sources said.

U.S. intelligence officials wanted to keep a lid on details of how the plot was uncovered to make sure the informant and the family was safe. Sources said the informant was believed to be connected to a foreign intelligence agency allied with the CIA.

The New York Times reported the would-be suicide bomber was an intelligence agent for Saudi Arabia who volunteered for the mission to detonate the bomb aboard a U.S.-bound airliner.

The plot was publicly revealed on Monday.

House intelligence committee Chairman Mike Rogers on Wednesday said he was concerned that the Obama administration did not brief members of Congress earlier about the foiled underwear bomb plot and said it raised a whiff of election-year politics.

His comments came as a senior U.S. intelligence official said the Intelligence community has begun an “internal review” into possible leaks of classified information about the “underwear bomb” operation. The review is not considered at this point to be an investigation which has criminal implications.

Rogers, a Republican who heads the House panel that conducts oversight of U.S. intelligence agencies and operations, said not informing Congress about covert operations would break the law and he was starting a preliminary review. Rogers said he was first informed about the foiled plot on Monday and it should have been brought to his attention much earlier.

U.S. officials revealed publicly on Monday that Al Qaeda in the Arabian Peninsula, or AQAP, tried to arm a suicide bomber with a non-metallic device, an upgraded version of the “underwear bomb” carried onto a plane on Christmas Day 2009.

They said the plot was foiled by the CIA and allied foreign intelligence services. Officials say the intelligence operation was revealed prematurely because of a media report.

“Our concern is the fact that it was leaked, and we need to determine if there was a conscious decision not to engage the intelligence committee, because by statute they are supposed to,” Rogers said in a telephone interview.

“If it wasn’t covert action, it was close to covert action, which means the committees are supposed to be notified and involved and we weren’t and that troubles me. I’ve never seen this before by the way,” Rogers said.

Preston Golson, a CIA spokesman, responded: “CIA works very hard to keep Congress informed; we take that responsibility very seriously.”

* Naval clash in the South China Sea: On April 7th, a Philippine naval warship, the 378-foot Gregorio del Pilar, arrived at Scarborough Shoal, a small island in the South China Sea, and detained eight Chinese fishing boats anchored there, accusing them of illegal fishing activities in Filipino sovereign waters.  China promptly sent two naval vessels of its own to the area, claiming that the Gregorio del Pilarwas harassing Chinese ships in Chinese, not Filipino waters.  The fishing boats were eventually allowed to depart without further incident and tensions have eased somewhat.  However, neither side has displayed any inclination to surrender its claim to the island, and both sides continue to deploy warships in the contested area.

As in Sudan, multiple factors are driving this clash, but energy is the dominant motive.  The South China Sea is thought to harbor large deposits of oil and natural gas, and all the countries that encircle it, including China and the Philippines, want to exploit these reserves.  Manila claims a 200-nautical mile “exclusive economic zone” stretching into the South China Sea from its western shores, an area it calls the West Philippine Sea; Filipino companies say they have found large natural gas reserves in this area and have announced plans to begin exploiting them.  Claiming the many small islands that dot the South China Sea (including Scarborough Shoal) as its own, Beijing has asserted sovereignty over the entire region, including the waters claimed by Manila; it, too, has announced plans to drill in the area.  Despite years of talks, no solution has yet been found to the dispute and further clashes are likely.
Conflict and intrigue over valuable energy supplies have been features of the international landscape for a long time.  Major wars over oil have been fought every decade or so since World War I, and smaller engagements have erupted every few years; a flare-up or two in 2012, then, would be part of the normal scheme of things.  Instead, what we are now seeing is a whole cluster of oil-related clashes stretching across the globe, involving a dozen or so countries, with more popping up all the time.  Consider these flash-points as signals that we are entering an era of intensified conflict over energy.

From the Atlantic to the Pacific, Argentina to the Philippines, here are the six areas of conflict—all tied to energy supplies—that have made news in just the first few months of 2012:

  • A brewing war between Sudan and South Sudan
  •  Egypt cuts off the natural gas flow to Israel
  • Argentina seizes Spanish Oil Corp. YPF
  • Argentina re-ignites the Falklands crisis
  • U.S. forces mobilize for war with Iran

One Chinese newspaper said despite Beijing’s desire to talk, Manila was creating a situation where there is ‘no other option left but the use of arms’

China told its citizens yesterday they were not safe in the Philippines and state media warned of war, as a month long row over rival claims in the South China Sea threatened to spin out of control.

Chinese travel agencies announced they had suspended tours to the Philippines and the Chinese embassy in Manila advised nationals already in the country to stay indoors ahead of planned anti-China protests.

“Avoid going out at all if possible and if not, avoid going out alone. If you come across any demonstrations, leave the area, do not stay to watch,” the embassy’s advisory said.

The safety alerts came as media in China warned the country was prepared to go to war to end the stand-off over the Scarborough Shoal in the South China Sea that both nations claim as their own and which is also claimed by Taiwan, where it is known as Huangyan Island (黃岩島)

The trip came on the heels of a visit in late April by several other lawmakers to Taiping Island, the main island of another Taiwan-controlled archipelago in the simmering region, for a similar purpose.

Viewers joked in online -postings that the presenter’s nationalistic fervor led to her mistake.

“This anchor woman is great, a good patriot, she has announced to the world the Philippines belongs to China,” a microblogger named helenjhuang said. “We should attack directly, send [Philippine President Benigno] Aquino packing and take back our inherent territory.”

“The Philippines have basically been making irrational trouble, if they want to start a war, then we will strike, no one fears them,” another microblogger named kongdehua said: “If every Chinese spat once, we could drown [the Philippines].”

Meanwhile, the Philippines said yesterday the US had pledged to protect it from attacks in the South China Sea, a day after China issued a warning over a territorial row in the waters.

Philippine Secretary of Defence Voltaire Gazmin said he had received the assurances during talks in Washington last week in which the Philippines’ increasingly tense dispute with China over rival claims to a shoal in the sea were discussed.

Gazmin said US Secretary of State Hillary Rodham Clinton and US Secretary of Defense Leon Panetta stressed they were not taking sides in the dispute, but they assured the Philippines the US would honor a 1951 mutual defense treaty.

Tensions over disputed island appear to ease

In Manila, Department of Foreign Affairs spokesman Raul Hernandez said that Philippine diplomats “are endeavoring to undertake a new diplomatic initiative, which we hope will help defuse the situation.”

China’s Foreign Ministry spokesman Hong Lei told reporters that China had noted the remarks as well as the action taken by the Philippine Foreign Ministry and noticed the resumption of diplomatic contact between the Philippine Foreign Ministry and the Chinese Embassy in Manila.

The diplomatic chafing that preceded those statements centered on the Scarborough Shoal, some 130 miles (200 kilometers) from the Philippine island of Luzon.

A Chinese military newspaper had warned that the country’s armed forces would not allow anyone to challenge China’s sovereignty over the tiny island outcrop in the South China Sea.
